How to fix my Netbook from rebooting over and over?

I made the mistake of turning my netbook off during updates. (I didn’t want the updates) Now it keeps rebooting over and over. Can’t get past the Windows XP home screen. Can’t load into safe mode. Tries to and reboots again from the Windows XP home screen. So, I can’t even network my computer with my laptop to use it as an optical drive because i can’t get the netbook to boot up.
